USB Charging: Power Supply vs Outlet

It's been years, but I haven't built systems or paid attention since around the time that power supplies started having efficiency ratings (silver, etc). A recent system change reminded me how dependent I was on USB ports that are powered while the system is off...

Is it better to use such ports vs the transformer (correct terminology?) that plugs into a wall outlet? Does the efficiency of the power supply actually apply? Or does it really depend on the motherboard?
