Surface Problem

I just bought a Microsoft Surface and when I turn it on all I see is a black screen with a section along the bottom, in the left-hand corner is a circle with a padlock in it and "Unlock" underneath, and on the right side are 3 icons, with the words "Change camera", "Timer", and "Exposure" under them and I can NOT get them to go away and bring up the standard Windows screen. I have tried turning the Surface off and on, to no avail, swiping my finger across the screen top-to-bottom, bottom-to-top, left-to-right or right-to-left has no effect.
