Organising pictures -- how do you do it?

For a long time, it was not a problem: organising pictures. Then I got a little baby girl, and my archive swelled.

How do you guys organise your pictures?

So far I have had the pictures in Canon's default folders named by date.

What I think, I'd like to do is to be able to tag the photos by quality (some sort of star rating, quite a lot of the pictures are poor snapshots) and by persons and topic. It's going to be quite an undertaking to do this, so I appreciate some ideas on how to do it. What software is good to keep track of pictures.

Actually, I have also been curious to figure out statistics on which focal lengths I use (thinking of upgrading lenses), but I guess that it is a bit much to ask.

Oh, everything is on a Win7 machine, and I am not trusting enough to put things out in the cloud.
