Am I old and the Q8400 is now junk?

It was 2005. I just built a 790i q9650 setup with dual GTX 260s. I thought I was awesome and king. The beast ran great and crushed games. Let's fast forward it's 2017 and I wanted a basic file/media server. So I bought and upgraded a HP elite 8000 tower. Changed the e8400 to a q8400 added 2.5tbs of space and 16gbs of ddr3 1600mhz ram put windows 10 on it and fired it up and off we go. Made sure all wired network interfaces were full GB speeds. Works great. Get over 100mbs transfer speeds when tossing around 4+GB files over the network. I was pretty happy. So now hey let's buy a 4k and get some 4k content. Upon trying g to stream to my wired PS4 it kept trying to buffer. So out of a hunch I pull up task manager on the server to check maybe drive loads and boom. 95% transcoding over all the cores. I'm using Plex and it's been wonderful till now. Is there a way to fix this or is the old lga775 core 2 quad just in over it's head. (stock AF btw). Thanks guys.
