Intel i5 turbo boost confusion

Hey everyone

I am just going to buy a 2nd hand laptop.

It's the Lenovo ThinkPad x1 Carbon (3rd gen).

It has intel core i5 - 5300U with 8 gigs of RAM and 256 Gb of ssd.

But one thing of which I am confused a little bit is that if you go to the official website of intel and search for this cpu you'll see that it works on 2.3 Ghz and after turbo boost it can clock upto 2.9 Ghz.

That is what we all know that i5 and i7 processors have a thing called Turbo boost technology which gives the computer the extra power when it is in very stressful conditions.

I went to the official website of Lenovo too to check the details of this laptop and there also it was showing the same details as 2.3 Ghz min and 2.9 Ghz max.

But when I open the properties of this laptop, I get this

What to do?

Is it a normal thing or......

Pls help
