Change to new empty ssd mbAir 2014

Wanted to clone the full 120GB ssd to the new 240GB ssd but adapters are a little bit expensive.

I have read on internet that you can do a time machine backup but what i don´t really understand is if it is possible to boot up with an empty ssd to restore computer from time machine backup.

Do i have to do internet restore first?

Should i create an usb boot disk instead, however i´m currently away and not on a mac so i cannot download El Capitan iso for this purpose.

How would you solve this matter?
