Cascaded router advanced settings?

Hopefully you guys can help me with this:

1. Shouldn't both the primary router and cascaded router do NAT? The cascaded router will allow me turn NAT off or specify Static NAT for a particular IP range.

2. Firewall rules are set to allow all traffic from the VLAN to the WAN AND to deny all traffic from the WAN to the VLAN. Should this be changed? (The router is connected using the LAN port from the primary router to the WAN port of the cascaded router.)

3. There is also a firewall setting to allow all UDP port 68 traffic from the WAN to the VLAN for DHCP lease renewal. In this configuration, should this be a concern?

4. Is there a way to connect both routers to one unmanaged switch and control which one will give out IP leases?
