Budget WoW Gaming Build

Hey guys! I have a family member who recently reached out to me for help with a new build she wants to do. She is a die hard World of Warcraft player, meaning this machine's MAIN function will be running WoW. She does not have any interest in playing other games. She is in a US top 10 guild which means she raids full time throughout the week. Her main concern with the build was that it needed to provide MAXIMUM performance during her raids. I know that Blizzard will be releasing a new expansion here within the following months so I would like to have the new build be able to maximize the new content without having to upgrade any components after release.

She just purchased a new monitor, the Acer XB271HU. Might be overkill but she insisted. All peripherals have already been purchased as well.

I know WoW is a VERY CPU dependent game, but was not quite sure how to go about building a parts list for her needs.

Budget for this build is $1000. Please help me out and get her what she wants!
