Boot Loop on Gigabyte GA-Z77-D3H Rev. 1.1

My friend's GA-Z77-D3H Revision 1.1 motherboard keeps boot looping. It will turn on for about 1-2 seconds, and then shut off again.
I have tried: unplugging the graphics card, drives, front panel headers, etc. clearing the CMOS leaving the CMOS battery out overnight Build: Ram: Corsair Vengeance 8GB 1600MHz PSU: Seasonic 620GM Graphics Card: Gigabyte GTX 760 Any advice?
