Can a 240v 50amp 3 prong socket be used for 110v 30amp RV plug?

Could an adapter plug be wired up to only use one leg of the 240v outlet to supply to a special 120v 30 amp plug? Just wondering but then it wouldn't have a ground plug. So that wouldn't be a good idea correct? I never use the 240v plug that the previous owner had for welding. I would like to keep the plug just in case but also use it to plug my RV in.
