Building Computer and the cpu fan spins for a second and then stops

I'm currently building a computer but when i try to do a test boot outside of the case the fan will spin for a second and then stop. Then it wont spin at all until I unplug the main power cord and plug it back in. I tested the power supply using the paperclip method and it worked so its not the power supply thats the problem.

I'm using a MSI FM2-a55m-e33 mobo

G.Skill F3-12800CL9S-4GBRL memory

PowerColor Radeon HD 7770 Video Card

AMD Athlon II X4 750K 3.4GHz Quad-Core Processor

and a corsair 430w PSU.

Any ideas on what could be the problem?
