Any Monitor + power/electricity experts here?

Hi. I have a simple question.

So for the past years, I have had problem with inconsistent mouse movement, and it's because my outlets are not grounded, or so I believe it is... cuz everytime I touch a cable, or move it, or touch the PC case, the mouse would feel much different and lag more.

BUT... every single time I bought a brand new monitor and first-time plugged it in, it would feel amazing the first 10 minutes.. my mouse would be very responsive, no lag, no delay etc. but after a while, few hours or so, the lag returns, delay becomes more noticable, it starts lagging again.

So now I have a online double conversion UPS and a power surge, to protect my gear as much as possible, they don't really do much to eliminate the problem, but the improvements are definitely there.

My question is.... IF I move my PC to a grounded outlet or another house with good electricity... will the problem disappear, or is it too late now? is my monitor forever broken/damaged now by electricity or do they not get affected by this?

Because the monitor outside of mouse feeling and delay, works perfectly fine. No stuttering, no weird colors or anything like that, everything is perfect, its just bad mouse/inconsistent mouse feeling, and I can't stop thinking about how good every new monitor feels for a while, until it breaks with time.

My outlets are definitely not grounded which has been confirmed. '); }
