My CPU is underclocking itself.

Hello. I have an issue. I am trying to overclock my CPU (a 6900k) to 4.0Ghz just for pure stability testing. I did everything that this guide recommends and my CPU speeds are still underclocked.

I don't know what to do because if I mess with any of the setting I'm afraid that I may blow up my system. Here is a screenshot of what my system is currently running at boot.

If you want to know what I did before. I was just playing around with some software stuff. I was messing around with some DSP settings in foobar by adding a 5.1 Dolby Surround DSP for normal stereo headphones and after a few minutes I notices that my CPU clock speeds are running at 1.2 despite me changing the clock speed to 40 and the multiplier to 100. ON CPU-Z the multiplier goes anywhere from between 12 to 37. Any fixes please? '); }
