ASUS ROG MAXIMUS IX FORMULA help

Hi there,

just "finished" a new build.

Asus Rog Maximus IX formula

2x EVGA gtx 1080 ftw (NVidia HB SLI Bridge)

Samsung Pro m.2 1TB ssd

64 GB tridentZ 3200 ddr4

i7 7700k

rosewill tokamak 1500w psu

Problem is as follows:

motherboard will not recognize second GPU in either gpu post or hardware config. it is running the primary card at x8 (which should mean it recognizes another pcie slot is being used) but that's all the recognition it gets. It also doesn't show up as 2 cards in the nvidia control panel.

things I have tried:

unplugging and replugging the atx power connectors (yes they are secure)

running the system with only one card at a time, testing each individually (runs as expected at x16)

reseating the gpus

swapping position of gpus to avoid alpha male issues

checking proper connection of sli bridge

resetting CMOS and updating BIOS

is my mobo just busted for some unknown reason? it seems weird that it recognizes that two cards are in and drops the primary card to x8 but won't show up anywhere else. did i miss something in the bios? i'm very confused.

any help would be greatly appreciated.

edit: since i am using watercooling i tried putting a 780ti from my last build into the secondary PCIE slot on its own. result: fans on gpu powered on, computer booted up fine, no video.
