Help Overclocking Ryzen 1700

So I was trying to get a stable overclock at 3.9 Ghz I had bumped the voltage to 1.4v. I started prime 95 and after about a minute I lost video output both hdmi and DVi. I powered down by holding the power button on my case. The computer would not restart so i powered down the same way and flipped the psu switch and then unplugged it. After i removed the cmos i noticed I had 2 fans still spinning at a low rpm. I waited and they were not slowing down. So I unplugged my HDMI and DVI cable from my 1070 ftw 3 and the fans stopped. Not sure which one did it.I dont understand how its possible for power to go from my monitor in sleep mode through my gpu through my motherboard to the fan and power it. Does anyone know what happened and if this indicates a problem with some of my hardware. I could not find anything relevant with google. After i plugged the cables back in the fan did not start spinning again and the computer booted fine. I am typing this from the computer in question. Send help this makes no sense to me.

TLDR: power was going from the wall to the monitor through the display cable to the gpu to the motherboard to the spinning fans.

Motherboard is a Gigabyte B350
