LEDs on back of GFX card blinking

Hi all,

I have an old pc which is still usable until yday when it suddenly show no signal on my monitor. at first, i try connect the monitor to another pc, monitor works fine. i even try resit the graphics card, rams and cmos battery, but there's still no signal on the monitor.

Later then i realised the blinking LEDs on the back of the graphics card. the blinking is red in color, and out of 4, only 3 LEDs are blinking. when i googled online, it seems that either gfx card spoilt or PSU didn;t supply enough power to the gfx card.

what can i do to further confirm which is the one at fault?
