cast/mirror saved PC media to TV?

I want to cast/mirror saved office PC media to my old living room Hitachi 51F59 Rear Projection TV, which only has one single HDMI input, hooked to my DVD player. I'd be getting an HDMI splitter for this project.

I used to mirror my PC's screen and thus media via ATI/AMD Catalyst software over HDMI from my PC through whatever DVR box I had then, for years. I got an RF keyboard and mouse. The setup worked ok, if sketchy, for anything but fuzzy text on the RPTV. This setup broke when I built a new PC in 2012, could never get it to work again.

Then in 2016 I got a Dish Hopper DVR and was able to use its "Home Media" app over my ethernet to port DLNA media to the Hopper and then the TV. Then a Dish software update screwed that pooch, videos are now in a tiny corner of the screen.

So I'm thinking, short of buying a new TV, maybe a Chromecast, Roku, Fire TV or some other modern device might work for me. Any suggestions?
