Cheapest option to stream movie files from networked drive

I did some research and am a bit confused. Can you helpful folks assist me with my question?

Basically, I want to stream HD video content from a networked/shared drive on a Windows 10 PC to my 1080p TV via HDMI. This is mostly 1080p/720p .MKV files, but can be in other formats as well (like .MP4, MPG, etc.). What is the least expensive - or most economical/value - solution out there today?

I believe the techy term for the file share is SMB?

Both the Windows 10 PC and the streaming device will be connected via network cable (RJ45).

I need to be sure it can be controlled via a remote or smartphone app as well.

If there's already a thread about this, please point me in the right direction. Thanks in advance!
