Motherboard Memory Speed Question

I am planning to build a gaming PC this summer after Intel Haswell is released, but

I am a little confused about memory speed. I have seen that the intel i5-3570k has 1600mhz memory speed, but motherboards say they support 1866mhz RAM speed. I don't plan to overclock this PC when I build it.

My questions are:

1. When a motherboard spec says it supports a RAM speed of 1866mhz, without the OC label, does that mean that 1866mhz speed RAM sticks will run at that speed without overclocking or making any changes in the BIOS?

2. If the memory speed of the CPU is 1600mhz and the RAM sticks are 1866mhz, will that create a bottleneck?

3. Will I have both quicker response times and higher frame rates in games with RAM sticks at 1866mhz than 1600mhz?

4. Will I have less stability using 1866mhz RAM sticks with a 1600mhz memory speed CPU than using 1600mhz RAM sticks?
